contactgroups in nagios 3

Hey all,

If you don't have any contactgroups defined nagios will fail on the
config check.  Since you in theory don't need to be using these, the
check could be removed.  I commented out lines 2283 to 2288 in
base/config.c, seems to have solved this for me.

Thanks for the work on Nagios 3.x, the feature list is really
impressive and I can't wait to move over to it!
