Empty hostgroups ok, but not if services defined?

For what ever it is worth. I have seen this.
I added a host loaded the config, removed the host loaded the config again.
Once I did that I never saw it again.

Sadly, I don't remember weather this was v2(fedora 7 rpm) or 3.
