Time Undetermined in Availability Report

Hi,

looking around avail.c I've found the variable "assume_states_during_notrunning". This is set to TRUE by default. If set to FALSE, I get correct values in the "Nagios Not Running" row.

I'll do more testings tomorrow and let you know.
