Send comments to the broker with proper expiration_time

Hi,

As some of you might have noticed, comments can have their
expiration_time set to the entry_time in the NDO DB despite the
absence of the expires flag. This is because Nagios send improper
expiration_time to the broker. The attached patch correct this
behavior.
