Yes you can but you wil have to temporaly make the check a passive check.
The only problem is you have to do this in your config files so it is not
usefull if you have a short downtime.

  You can't.  The idea of downtime is a suppression of notifications, not
the actual checks.  The CGI's will show that the host is down, as will
history and trends because the box is down, but you won't get notified.
