Internal server error when running commands (cmd.cgi)

This has been a long-standing problem with the CGIs. Basically it
resulted because you weren't specifying the CONTENT_LENGTH
environment variable. Anyway, fix was in CVS as of last weekend (I
think). Saw the post on google groups and tracked down the issue. :-
