Has 'check_dhcp' been updated since Feb 2001 ?

check_dhcp will work across subnets - the dhcp broadcast gets picked up by 
the relay and forwarded and the response is unicast back.

What you cannot do is specify a particular relay to use (directed dhcp 
request).
