CGI problems with PostgreSQL backend

> postgres[1416]: [69] FATAL 1:  no PostgreSQL user name specified in startup packet

turns out the problem was caused by nagat (the php-based management system
for nagios) not wanting to finish the cgi.cfg with an empty line, which caused
this problem.
