When do service event handlers get called?

Hi,
Pardon my ignorance on this. I am new to this.
Am logging service failure in the DB. When the host goes down, I log that
the service has gone down too (I maintain my own list of services for a
host.)
How can I know when the service comes back up? Will the service handler be
called when the service comes back up? I cant just say that the service is
back UP just because the host came back UP.
Ideas?
