Check Command Output error

I've just installed nagios 1.0 on a new server and moved my configs from
my old 1.0b dev server over. It's up and running fine except for one
thing that I now see on both servers. If I go into a host detail on the
web interface I can't issue any commands to effect the hosts and under
where the host commands should be is a message:
"It appears as though Nagios is not running so commands are temporarily
unavailable... Click here to view nagios process information"
Process Status Information:
Critical: Check Command Output: Could not locate a running Nagios
Process!!
What have I screwed up here?
thanks,
Jeff
