yes - although even for netsaint you can added it to httpd.conf

The difference is an artifact of the early versions of apache and its 
predecessor ncsa-httpd.  They used 3 config files.  Apache 1.2 and newer 
have recommended and shipped with only one config file (httpd.conf).
