Notifications sent on first state change not after MAX CHECK ATTEMPTS

I was hoping to have an email sent only after 3 attempts (MAX CHECK
ATTEMPTS) spaced 5 minutes apart (RETRY_CHECK_INTERVAL) have failed.
 
However what seems to happen is that as soon as this host stops pinging
I get a notification sent, this is not worthwhile as the link is not
very steady and I want to be notified after 15 minutes of continuous
downtime.
