monitoring services on non-standard ports

I had a search through the mailing list archives, and googled, but with no
success. If this is documented somewhere, please point me to the right
location.
How do i pass arguments to plugins in the config files?
I need to monitor services that are bound to non-standard ports.
And, how does the ! (bang?) argument work for the check_ping plugin?
