newbie problem: service checks not executing

I'm having this exact same problem again - except this time, no amount 
of removing of log files, cleaning out database tables and restarting 
nagios will get it to start executing service checks again

i'm basically dead in the water here - i've invested a lot of time into 
configuring nagios and now it doesn't want to do much of anything.

does anyone know why this is happening?
