Install did not create /usr/local/nagios/etc

I just started installing Nagios. I closely followed the instructions, 
but when I list the contents of /usr/local/nagios, I only have:

bin  sbin  share  var

The etc directory is not there. I also looked in /etc and searched for 
nagios.cfg.
