Please only post your question to the list once, not thrice.

If a host is down, you should only be getting host notifications.  If you're also getting service notifications for that host, something is misconfigured.

If that host has depended-on services, then once those services become unavailable, you should not be getting notifications for the dependent services.  If you're still getting notifications for the dependent services, something is misconfigured.
