ping/failed to install socket filter

This would indicate some problem with your OS installation and not
nagios. Your machine should be able to have multiple concurrent pings
outgoing with no problems. Googleing, I see that there are several
possible reasons why this might be happening ranging from
iptables/ipfilter rules to multiple default routes to some other program
trying to listen on the raw ICMP socket.
It is not possible within nagios to limit specific service checks to one
at a time. You either have parallelization for all service checks or for
no service checks. I would encourage you to determine the root cause of
the issue instead of trying to modify nagios to work around it.
