resource.cfg and $USER1$

[Quanah Gibson-Mount]

When I set:

$USER1$=/opt/nagios/libexec

in resource.cfg, and then include resource.cfg in nagios.cfg, it complains 
that $USER1$ is an invalid token.  Any ideas?
