On our nagios server, in the cgi.cfg file, I have:
authorized_for_system_information=quanah
authorized_for_configuration_information=quanah
authorized_for_system_commands=quanah
authorized_for_all_service_commands=quanah
authorized_for_all_host_commands=quanah
authorized_for_all_services=*
authorized_for_all_hosts=*
However, I've found that anyone who accesses nagios can try to schedule
downtime for a service. Even though it won't work in the end, I think it'd
be nice for them to immediately get a note saying they don't have
permissions, rather than letting them get far into the process, or not even
show it as an option for them. Just my 2c, and maybe that is already fixed
in 2.0. ;)
