Too many notifications with passive submissions

I am seeing something wierd under nagios-1.0. Since I am running a
modified version, I am wondering if my mods are causing the problem.
Here is the event log:

Note that over this time period, 6 service notifications were sent
each in response to a critical error on the HTTP service.

To me this means I should only get an announcement every 2 hours (120
minutes) as long as the state doesn't change. Am I wrong in this
assumption?
Even a "it shouldn't do that" response will be helpful as it means I
have to dig further into the code.
