This used to happen to me when a large number of service checks would
execute at the same time. I set the max_concurrent_checks=50 in nagios.cfg.
Now I never have more than 50 nagios processes at one time. These
processes exit when the service checks are completed, so you'll only see the
maximum number of proccesses when nagios is busy or getting behind.
