xinetd tries to protect you from DoS attacks by deactivating demons
that have excessive incoming connections. The easy fix is to read the
man pages for xinetd to find out how to allow more incoming connections.
The real problem, however, may be completely unrealistic check schedules
and/or retry intervals.
