I think you've uncommented the lines in nagios.cfg which activate the global host and service event handlers.
But it does not look like you've updated the files to point to a real command. I would recommend commenting these out again, and then try to start Nagios. Then, if it works, and you still need the global event handlers, read the docs before attempting to implement them again.
