No it means -
a) You didn't provide enough information for us to begin to help
you. Please provide nagios version, plugins version, OS and version,
specific host and service definitions for the host in question as well
as the specific host check_command definition (from commands.cfg), the
service check_command definition from the example you'll provide above
and any log entries related to this problem that seem relevant. That
should be a good start. Right now all we know is that nagios thinks a
host is down that isn't and that as a new nagios user who is unfamiliar
with the program, you've checked things and they look ok. We don't even
know how you're checking to see if the host is up.
b) We are not a dedicated Nagios support department. The vast
majority of us are users such as you who often have other more pressing
matters to attend to than trying to figure out vague problem reports.
The more specific and relevant the information that is in a problem
report generally relates directly to how quickly you get an answer. If
you require dedicated support there are over 100 commercial entities
that will provide that service to you for a fee.
