My contact is defined as:

define contact {
    contact_name                    test-service
    alias                           Test Service
    service_notification_period     24x7
    host_notification_period        24x7
    service_notification_options    w,u,c,r
    host_notification_options       d,u,r
    service_notification_commands   notify-by-email
    host_notification_commands      notify-by-email
    email                           page-quanah
}

It is willing and able to be notified 24x7.  This works as expected with 
all service notifications.

And yes, a contactgroup contains all contacts to contact when there are 
problems.

Generally we have separate contacts for host & service problems, which is 
why I a have different contact groups defined for the service & host (to 
keep it set up like the rest of my ssytems are).  If the test service is 
overriding things, then I assume that having them overridden to 24x7 is a 
good thing.

However, for the host part at least, both sections are 24x7.

24x7 is defined as:

# Twenty four seven -- 24 hours a day, 7 days a week

    alias       Twenty Four Seven

    monday      00:00-24:00
