Flap detection

Ok, I have read the docs but maybe I missed this little piece of
information...

Does anyone know...
If a host or service has been detected as flapping, will Nagios stop
sending notifications only if the host or service is "up"?

My concern is, if the last state change left the host or service in the
"down" condition AND the history data determined that the host or service
is flapping, then nobody will get notified that the last state change was
a down condition (bad) and not a recovered or up condition (good).
