The idea is that somewhere you are monitoring both mysql-svc and
apache-svc. If mysql-svc goes down you would get a notification from
Nagios about it. However, if apache-svc depends on mysql-svc, you already
know that apache-svc will have problems and thus don't want a notificaiton
on it if mysql-svc is broken.
