Availability values explanation - help

I copy+paste the information below from AVAILABILITY.

My question is in the number inside the parenthesis. Can someone explain to 
me what number inside the parenthesis mean? 

Or better, can some explain 61.190%(99.899%) in TIME OK for my PING service?
