Host Checks get clogged

When we notice a server go down, nagios will get hung up on that one server and check it until it is back up.  Is there any way to do the following:

1. have the host check only page after the 2nd instance it is found to be down (eliminating false alarms due to a number of reasons)?
2. have the host check not get hung on one system when it is found to be down?
