Aha! "man ssh" and "man sshd" didn't give me what I was after...
"ssh/sshd_config will probably make all the difference.

Yes, from what I've seen primarily because a vulnerability on one machine
becomes a vulnerability on all pk authenticated machines... I gave NRPE a
last-ditch retry last night and figured out my mistake. That's working now
so while I'll keep this information handy for future use, I probably won't
use it for my nagios box.
