Kind of a stupid question, but why is there Host and Service
notification timeperiods on a Contact when the actual service determines
when notifications go out.

So if I have my Contact info setup with 24x7 on both, and I setup the
service to notify only during normal working hours, I shouldn't be
notified outside normal work hours, right?

Correct. http://nagios.sourceforge.net/docs/1_0/notifications.html fully
details the notification logic and what filters must be passed at each
step before a notification is sent.
