It's been proposed and rejected before. I believe the difficulty is in 
the presentation. Not in the logic.

You can already do that, but for the initial host checks it is vital 
that Nagios finds out where a host is failing so it can calculate 
network outages and skip unnecessary notifications as soon as possible.
