make fails with perl subst

Hi,

very strange, I wanted to change the nagios user to root for using
check_icmp as availibility check, and therefor had to recompile nagios.While
doing ./configure, I get an error after 

creating ./config.status
Can't open perl script "subst": No such file or directory

obviously there is some perl scripting done for creating files, but why does
this fail all of a sudden?
