Problems compiling with libgd support

Here's what I have:
Nagios 1.2
Suse 90. with packages:
zlib-1.1.4-225
zlib-devel-1.1.4-225
libpng-1.2.5-93
libpng-devel-1.2.5-93
libgd-devel-1.3-4
libjpeg-6.2.0-630
I have also downloaded the libdb source and installed them in /usr/local/lib, /usr/local/include.
I have a shell script that looks like this:
./configure --prefix=/usr/local/nagios --with-cgiurl=/cgi-bin/nagios \
--with-mysql-xdata --with-mysql-downtime --with-mysql-comments \
--with-gd-lib=/usr/local/lib --with-gd-inc=/usr/local/include \
--with-mysql-status --with-mysql-retention --with-mysql-extinfo --with-mysql-inc=/usr/include/mysql/ --with-mysql-lib=/usr/lib/mysql/ \
-libexecdir=/usr/local/nagios/libexec --enable-statusmap
When I run it I end up with the message:
*** GD, PNG, and/or JPEG libraries could not be located... *********
As far as I can tell, everything is there. There was not entry in /etc/ld.so.conf for /usr/lib, so I added it. There was an entry for /usr/local/lib. As instructed I ran ldconfig and then 'make clean'. However, when I run configure again, I still get the same error.
At this point, I don't want to "get over it and move on to other things." Any help would be greatly appreaciated.
