In the /etc/passwd change the primary group for nagios from 100 to 1000
I just changed mine from the nagios GID to another group and I got the
same error. This might fix your problem. The reason root could start it
is the setgid() command seams to work for root even if root is not a
member of the group.

All,
I upgraded my nagios site from Version 2.0b2 to Version 2.0b3
and somehow the permissions (or at least I think that's the problem) got
hosed and now I can't start nagios as the nagios user. The site was
working properly before I upgraded.
I try to start nagios as the user nagios and I get the following
error in the log file:
[1114096425] Warning: Could not set effective GID=1000
[1114096425] Failed to drop privileges. Aborting.
(by the way, if I start nagios as root, nagios starts just fine)
