host_event_handlers block service_event_handlers execution ?

Hi,   

I use event_handlers to store state change into an external DB.
When a host's state change from UP to DOWN : the host_event_handlers are 
executed but not the service_event_handlers (for services associated on 
this host). 
And When the host recovery appear : host and service event_handlers are 
launch.

It's normal?
