NSclient. "Connection refused by host "

My NSclient 2.01 sometimes goes into the state of " Connection refused
by host"

Sometimes, I can correct the problem simply by restarting the service.

If the service is "locked", I can sometimes kill the pnsclient process
using taskmanager.

Otherwice, Im forced to reboot the server :-(

 

What causes this "connection refused" ? How can I find the error and how
to correct it?

It sometimes helps to change the port number.
