NC_Net v2.15 - New Version (with Perfomance counter FIX)

NC_Net has a new version
In this the documentaiton has been updated
and several checks command have been rewriten inside NC_Net
Some debuggin of configuration varibles (more debugging  is needed)
for instance now you should be able to stop passive checks via the
check_nt then reenable at some latter time via check_nt

Check_Nt - with NC_Net enhancements included with NC_Net has had
CONFIG command added.
Event log BUG fix ( older event log from 1.09 had a bug with parsing
the arguments)
performance counter Bug fix - no longer 0 for per second counters

other changes...

The issue about installing to a location other than C:\Program
Files\Shatter It\NC_Net
has NOT been resolved yet.  I am currently working on it.
