global event handler in nagios 2.0

Check out the CVS version of nagios-db, available at

http://www.sourceforge.net/projects/nagios-db/

It's not a global event handler, but instead uses the Nagios Event 
Broker that was added in Nagios 2. It's currently a work in progress, 
but it works fairly well, and we should have the next stable release 
ready in a week or two.
