best way to alert if an event is positive?

Hallo,

the problem.
I ve several old system with installed telnet and ftp.
These services should not be active under normale circumstances but the 
must be installed because of "historical reasons".
So my question is how to observe these services (check connection from 
the nadios server with a plugin _, check for the processes on the system 
etc,? ) and how to configure nagios to alert on a "working" event.
