permissions problem - new install

This is a new install.  I am a nagios newbie. details:nagios 1.2; RH FC3; all default file locations; authentication turned on.

I am recieving "Internal Server Error" when selecting any of the menu items making cgi calls.  The apache  log shows:

[Mon Mar 07 11:43:51 2005] [error] [client 127.0.0.1] (13)Permission denied: exec of '/usr/local/nagios/sbin/tac.cgi' failed, referer: http://localhost/nagios/side.html
[Mon Mar 07 11:43:51 2005] [error] [client 127.0.0.1] Premature end of script headers: tac.cgi, referer: http://localhost/nagios/side.html

The system  message log is showing:

Mar  7 11:05:04 =NETMGR kernel: audit(1110211504.148:0): avc:  denied  { execute } for  pid=17871 exe=/usr/sbin/httpd name=tac.cgi dev=cciss/c0d0p6 ino=834689 scontext=root:system_r:httpd_t tcontext=root:object_r:usr_t tclass=file
