I can't speak to the service dependencies as I don't use them myself but
I believe in your case they are not necessary at all. When any service
on a host returns a non-OK state, Nagios immediately checks the state of
the host using the hosts check_command. If that returns a non-OK state,
a host notification only is sent out and all service notifications for
that host are suppressed until the host recovers.
