Not getting host recovery notifications

Hi,
I'm not getting host recover notifications. I get host down notify then the
service up notify but not an additional host up notify. Is that as
designed?

aggressive_host_checking is off. On didn't make a difference.
Notifications are set up okay since I get host down notifications and
service notifications. Pagers are on, but they go to the same Email so I
get two for every notification. The r is on in the host Notification
Options.
Nagios 1.2. No dependencies or escalations are set up. The files are not
included in nagios.cfg.
The test I'm running is to set the IP of the host to an invalid IP, let it
fail, then set it to a valid IP.
Why would I not get host recovery notifications?
