howto enable service notifications even host is down

Hi!
I need that kind of feature, because I have defined some contact-groups
which don't want to know, why some service state is CRITICAL or WARNING!
All they want to know is, that the service, which one is responsible for,
is CRITICAL or WARNING state.
Is there this kind of feature in Nagios?
