As I recall, NRPE must have the arguments hard-coded in the nrpe.cfg file (on the remote system), eg
command[check_users]=/usr/local/nagios/libexec/check_users -a 5 10
Then in your service definition you just use
check_command check_nrpe!check_users
That's what works for me, although I am at version 2.x.
