Scheduling downtime

You don't have to create the file 'downtime.dat'. It is managed by the
nagios daemon. And the information you are missing is that a scheduled
downtime must be set from the outside via some undocumented external
commands :
SCHEDULE_HOST_DOWNTIME
SCHEDULE_AND_PROPAGATE_HOST_DOWNTIME
SCHEDULE_AND_PROPAGATE_TRIGGERED_HOST_DOWNTIME
SCHEDULE_SVC_DOWNTIME
SCHEDULE_HOSTGROUP_HOST_DOWNTIME
SCHEDULE_HOSTGROUP_SVC_DOWNTIME
SCHEDULE_SERVICEGROUP_HOST_DOWNTIME
SCHEDULE_SERVICEGROUP_SVC_DOWNTIME
And, to delete a scheduled downtime, you use :
DEL_HOST_DOWNTIME
DEL_SVC_DOWNTIME
The permissions are the same as for any external command.
As these commands are undocumented, you will have to look in the 'cgi/cmd.c'
source file to find their arguments.

The docs mentioned something about
a line like
downtime_file=/usr/local/nagios/var/downtime.dat
Or will this file create itself from the Nagios program?
