different users can only see 'their' hosts!?

I don't know if you are blind, but what you want to do is the default way of
configuring nagios. Unless you set 'use_authentication=0', a user will only
see the hosts and services for which he has been defined as contact. And, in
the CGI cfg file, you define who will see every hosts and services.

Everything is in chapter 'Configuring Nagios'/'Configuring authorization for
the CGIs'.
