Sendmail queue clearing

We had to shut off sendmail on our Nagios server due to a number of changes we were making that would artificially alert.  However, the sendmail service was not restarted till the next week.  Ive checked the qmail and /var/spool/mqueue and they both say 0 messages....but if I start the sendmail process...we get flooded by sms messages...can anyone help me figure out how to clear this up?
