It appears as though Nagios is not running, so commands are temporarily unavailable

Occasionally we get this message and the nagios displays go stale for
days. However Nagios is running!
On occasions I found that temporary directories used by nagios are
deleted. I am not sure who deletes these. Perhaps some nagios clean up
process? Perhaps Redhat's zealous clean-up process?
I could relocate to a different set of temp directories. However it wont
help if Nagios itself is responsible for the deletion.
Any clues?
Here is a piece of the nagios.cfg referencing this temporary directory:
# TEMP FILE
# This is a temporary file that is used as scratch space when Nagios
# updates the status log, cleans the comment file, etc. This file
# is created, used, and deleted throughout the time that Nagios is
# running.
temp_file=/var/tmp/nagios/nagios.tmp
