Forbidden Error

I've followed the directions exactly but get the following error when 
trying to view the site:

Forbidden
You don't have permission to access /nagios/ on this server.
Apache/2.0.46 (Red Hat) Server at docapp Port 443/

Please help. Have no idea why this is happening.
